When I went, the tide was just starting to come in, so I couldn't see it in its entirety. It was very disappointing. There is a free parking lot on the east side of the adjacent Nishikawachi Port, so you may be able to wait there for the tide to go down. In addition, you will have to walk on a rocky area to get close to the rock, so it is best not to wear sandals or high heels as the rock can be very rough and slippery.
